Synopsis

off to "Urinetown" (Cop Song). Hope appears on her way home from work, where she disagrees with the cops and their lack of humanity, Bobby hears all this from a distance, and asks Hope if she really believes in everyone (Follow Your Heart). They fall in love and share a kiss. Unbeknownst to them, Lockstock and Little Sally have snuck in on their moment, and while mulling over their newfound facts, Lockstock reveals to the audience that "there is no Urinetown, we just kill people".

Mr McQueen of the Urine Good Company has just announced to the poor that new fee hikes have been put in place at the amenity, and Bobby, in his mourning rebels against this (Look At The Sky).

Back at the UGC headquarters, Penny arrives to warn Cladwell about Bobby's rioting at the amenity. Cladwell decides to go after Bobby, but Hope tries to stop him, and Cladwell tries to tell her about the cruelties of life (Don't Be The Bunny).
At the amenity, the poor are mobbing and peeing for free. When members of the UGC and cops appear, Lockstock announces that it is the act one finale, and Cladwell has arrived to "snuff out the uprising". The poor, the UGC, the cops, and Bobby all fight for what they feel is right (Act 1 Finale). The scene ends with Bobby kidnapping Hope and the rebel poor all running for cover in the sewers.

ACT II
Lockstock welcomes the audience back to the musical and introduces the audience to the secret hideout in the sewers. The poor and Lockstock discuss what Urinetown really means (What Is Urinetown?) and up on the street Cladwell says the same.

When Little Sally doesn't return on time from spying on the UGC, Hot Blades Harry and the rebels try to hang Hope, but when she shows up, she tries to convince them not to do it, and they try to convince her why Hope should die (Snuff That Girl). Luckily, Bobby arrives and stops Harry from doing her in. Instead, he turns their talk to thoughts of freedom (Run, Freedom, Run). Then Penny arrives and convinces Bobby that Cladwell wants to make a compromise. All this time, Hope has been tied to a chair, and Bobby finally acknowledges her and apologizes for what he's done, then runs off to meet Cladwell (Follow Your Heart: reprise).

At the UGC headquarters, Bobby and Cladwell have a heated debate regarding the fate of the amenities. When Bobby refuses to agree with Cladwell, he is seized by the cops to be sent to Urinetown. In a big montage, Bobby is sent to Urinetown, Hope regrets her choices, and the UGC realize that Cladwell is a cruel and wicked man (Why Did I Listen To That Man).

Bobby has been killed, but the rebels are unaware, until Little Sally returns to the sewer hideout from spying, and tells the tale of Bobby's death and how his last words were to Hope (Tell Her I Love Her). Afterwards, Penny arrives in the sewer to collaborate with the rebels and overthrow Cladwell.

En route to the UGC headquarters, the rebels remind each other of how they do not regret what they've done (We're Not Sorry) and kill all the enemies they find along the way. Cladwell is then seized by the rebels and he confesses that he's not sorry (I'm Not Sorry: reprise) before being sent to Urinetown. Hope then takes over the rebellion (I See A River) but unfortunately, she is unable to control water consumption like her father, and the entire town perishes of dehydration. Only Lockstock and Little Sally remain standing, as they are narrators and "no one can touch them, if they want the show to end", and Mr. McQueen who leaves town. At the end, all of the town's residents, dead and alive, realize that they are actually living in Urinetown.
